The gist of it is that these rules were made for two reasons: 1) to formalize the process of granting long term residency in line with China's march towards the rule of law, and 2) to attract foreign talent, investment and technology to China. Judge for yourself if you're in one those three latter groups. Basically, I don't think it's anything to get excited about - you need to be very high up in a joint venture, a big investor or have made 'outstanding contributions to China'.
